Special Needs Cat having "problems"

we have two indoor cats, both of which were adopted from the SPCA in our area.

Milo is completely fine, other than he is sketched out, until you kneel down and call him over, then he is fine.

Oscar on the other hand is a completly different story...where to start....
we know he has a neurological disorder, but we and the vet are unsure as to what it is. both his front legs are bowed, he has a bump at the base of his tail where it meets his back, he can't climb up onto or down from anything without having a ramp or step of some sort, he is very needy (not "kneady"), his stomach is also very hard all the time.

his motor skills are ok, not great. he cant retract his claws properly and when we get home from work will find him attached to the scratching post, he runs like a rabbit....as in he kicks his back legs out at the same time when trying to get somewhere fast.

the last thing, he isn't using his litter box, unless someone puts him in it. i caught him defacating by the back door without warning at all. he didn't even make a noise, he just used his step to get down from the couch and went and did it. he also poops right next to his litter box, literally, RIGHT NEXT TO IT! he pees his bed and sleeps in it, he pees in the corner of the room, in the den...basically anywhere, except his litter box, unless you put him in it. also he tries to cover his poop when he poops next to his box, and sometime when he uses his box, he doesn't cover it, and Milo will hop in there and do it for him. we have tried different cat litter and a different box all together

this hasn't been an issue since day one, and has just started happening about two or three weeks ago, and i am at my wits end as to what to do. if someone can help me out, that would be very much appreciated...thanks to everyone and sorry for the long winded post, i am very new to this situation....

i have had him into a vet and he does not have a UTI

what tests did the vet run? and when was the vet visit ?
