Rusty has developed an odd behavior. We cannot leave any open envelopes laying on the table as she will lick the flaps. We stop her as we don't know if this will harm her or not.

It shouldn't, they're supposed to be lickable - even though most of the glue taste terrible.
Kitties do some odd things..
Put the mail up or take advantage of her willingness to lick envelopes for you.

Looks like you have a helper when it's time to mail out those Christmas cards! 
I Googled this online and it seems non-toxic and safe, but couldn't find a firm answer. I would think if it's safe for people (and children), it's safe for kitties.

) licked every photograph she could find and lived a good 14 years (kidney failure). I'd be far more worried about those chemicals then envelopes
