I have 2 cats, I had one I had 8 Months before I got the other and it acted like it was the kittens mother. Not the younger one is starting to get a different type of personality. It eats the food so the otherwon't get it. It has been trying to get into the garbage can(which i really dislike). If I give them treats she will knock the older cat out of the way to try and get all the treats. The older is a really sweet cat and lets it do what the younger one wants, except for catnip, she standup for herself with that. Is this normal for cats. Anything I Can do?

You have a more dominate kitten. It's not uncommon for a kitten to push an older cat out of the way to steal food (or any pushy cat to do this). You'll have keep the kitten out of the cat's treats and food if she won't do it. Make sure they always have their own food dishes. When the kitten tries to move to the cat's dish tell her "No" and put her back in front of her own dish. Tell her something simple like "here" when you put her at her own bowl.
You can also try letting the older cat get a head start at her food first.
As for the trash. Put it under a cabinet and lock the cabinet doors, put it in a utility room and shut the door, or get bin with a locking lid. You have to be responsible for that - not the cat.
