In my city, there's a 5 pet ownership (for cats and dogs), with a maximum of 3 of each - so 3 dogs and 2 cats, or 3 cats and 2 dogs.
The ACO's in my city have tried to convince me to take in another cat since I volunteer at the shelter
I asked them about the rule, and they said they don't really care about how many pets you own, as long as you care for them properly. If you have 5 dogs that are causing problems, then they have legal grounds to do something more than just issue a citation. If you have 10 cats that are smelly, or pooping in everyone's gardens, they can restrict you. It's more of a back up for them.
