This is actually a myth - at her largest she was around 140lbs, but she averaged around 22-23 (size 0-2) inches in the waist. If you were to take a dress in today's size 14-16 back in time (which some claim), it would have wrapped around her several times.
What people fail to realize, unless they've been having to keep track of clothing sizes for a while, is that everything has been drastically resized. Example: my mother typically wore size 8 back in the 80s, she's anywhere from a 0 to a 4 now. She's not lost massive amounts of weight, she's always weighed in her 120s and had around a 26" waist. (I'm exactly like her but have longer legs which affects pants sizing sometimes)
Even 140lbs would be considered within average for someone with Monroes hip size by today's standards, and due to the ratio between bust, waist, and hips she'd still be considered to have a "perfect" figure.
If you watch a lot of movies from the '30s and '40s a lot of the actresses then were tiny, too. So nothing has changed as far as that's concerned.
