Sisters not getting along :(

Okay, they're not biological sisters, but I still like to think of them as sisters. Anyway, most of the time they get along, but once in a while my younger cat will run after my older, more timid cat and attack her (probably wanting to play), but it scares my older cat, who hisses and hides for a while after being attacked. I don't want to yell at her, but I don't know what else to do since it's stressing my older cat out. Any advice?

1. Cat trees (lots and nice tall ones) so the stressed kitty can get away from the other kitty.
2. Feliway diffusers.
3. Rescue remedy
4. Special playtime with the attacking kitty with "Da Bird" to use up some of that energy.

Thanks! I've been saving up to get some tall cat trees with the little cat condos in them lol, also I looked for Da Bird at Petsmart, but they just had the replacement feathers
I'll have to look again soon. I've been trying to play with my younger one enough to tire her out for quite a while, and she hasn't been attacking my older one quite as much, so it's been helping.
