And for the cities who host it, it is not only a losing proposition financially, it is a security nightmare. Just look at what happened in Munich in 1972. Can you imagine what could happen now?

That's true, there are many heads of state who do lobby for their countries. However, the US it set up differently than any other country with the states having much more autonomous control than provinces of other countries. I don't think that not having the President of the US lobby for the Olympics says we don't care. If that were the case, why have we had them so many times recently? I realize Munich was absolutely the worst case scenario, but the Atlanta bombing was pretty bad too. So you're right - security nightmare!
I think Rio wants the chance to show off their city and country and continent, for that matter, and truly be a part of the global stage. They wanted the honor of hosting the Games, which they got. It IS (or should be) an honor not necessarily thought of in financial terms. The other part of hosting the Games is that it will put your part of the world in the global spotlight and attract tourists for many years after.
