When you're done using a roll of paper towels you're left with the inner raw roll (cardboard roll). My cats seem to like cardboard rolls massaged next to the sides of their faces. Same with bathroom tissue rolls. Most cats simply like cardboard! (Anyone know why? I don't)

Can't tell ya, but Whisky had a straightened-out wire clothes hanger to rub his face on for the first 6-7 years of his life! He finally grew out of it. He still likes rubbing his face on things, though.
I give Aya the empty TP rolls. She seems to like scooting them across the floor to no end. Of course she likes shreadding the paper off the full ones too, but I don't willfully give her those. I have to wedge them in between the typhoon bars on my windows to keep her out of them.
