) Obama meant to be sending it to members of Congress in the first days of May. It wasn't Secret, or Top Secret, but it was Highly Confidential. One step below Secret. It's not something the public should have access to. It not only included site locations (which aren't too secret anyway), but also weapons stashes, locations and details of those, what is actually done at each location, etc.
