Going outside?

My oldest cat used to go out on a leash and harness (because otherwise he would run off). We would tether the leash to something so he could roam around a little bit in the yard. We've since moved and I've kept him inside only. I feel so bad because he really enjoyed going outside and laying around in the grass and watch the birds etc. Our neighborhood has lots of cats and I don't want him getting into fights (especially while tethered) but I want him to be able to enjoy the outdoors. I know he wants to go outside so bad. On the flip side I felt bad for having to leash and harness him while he was outside but I guess that was better than nothing. And when I wold bring him inside he would get so annoying. He would sit at the door and howl all day long until he got to go outside again. What do you all think? Do you think he misses being able to go outside? Do your cats go outside or are they indoors? He's been indoor only for about 2-3 years now. We also have another cat who's not the least bit interested in going outside. Thanks.

Mine go out harnessed, but they don't bother me at other times to go out.

If mine were meowing all day like your boy after being out, I'd be inclined to just leave him in.
