cats not playing

I've had Zoe(1.5 years old) for over a year and her and Miles(8 years old) still don't play much at all. Its frustrating cause they both get wound up and haven't figured out they could play with each other without having to depend on me. Sometimes they will chase each other for a minute or two, but as soon as Zoe touches Miles, he gets mad and hisses and swats and she leaves him alone. As long as she doesn't touch him, he tolerates her being around, but thats about it. Since its been a while, is this about as good as it will get ?
