Can somebody explain to me in laymens terms what this means? We were just looking at the Bill of Rights and this one was confusing.

It means that the constitution is not an all inclusive list of rights. The citizens will not lose any rights that are not explicitly listed.

Ya, that's a great one. It goes together with the tenth ammendment.

The 9th Amendment is simply a statement that other rights aside from those listed may exist, and just because they are not listed doesn't mean they can be violated.

The 10th Amendment is the subject of some debate, but essentially it states that any power not granted to the federal government belongs to the states or to the people.

As a really ridiculous example of the 9th ammendment: the Constitution doesn't explicitly give citizens the right to breath, yet we have the right to breath. I suppose that's an example of an inherent right - a right that exists and doesn't need to be granted or recognized, because it just IS.

I'm a big fan of the 10th Amendment, it's a shame the federal government doesn't recognize it. Our elected officials are supposed to be upholding the Constitution as part of their jobs, not using it as toilet paper.

Wikipedia has good summaries of the amendments and articles of the constitution

Oh, they recognize it all right. They recognize it's a serious threat to Federal authority. They recognize it limits their power. The recognize it so well they know exactly how to hide it from the rest of us and pretend it doesn't exist.

I've got a story about the Tenth Ammendment. Two Wisconsin state assemblymen were on the Bill Sebastian Show about a month ago. They were discussing the stimulus package money the state was going to get in the light of Federal mandates. A listener phoned in to remind them about the Tenth Ammendment and urge them to exercise the state's power granted by the Tenth Ammendment to make their own decisions about how to use the money. One of them had nothing to say, and the other one said something dumb. It was pretty apparent neither of them knew what the heck this caller was talking about.
