Who would you blame for no justice in the murder of a cat & her kittens?

The Lackawanna SPCA had filed animal abuse charges against Lackawanna County ACO Fred Grasso for shooting an "abandoned" mama kitty & 2 of her kittens because he feared they had rabies & because they were "feral". 4 kittens survived by running under a dryer.
The mama kitty had been abandoned in an apartment complex and lived in a laundry room basement. She was fed by various neighbors, who looked out for her & the kits. She would make the rounds visiting daily.
Judge Richard Scott ruled on the side of the ACO that the cats were feral and that the ACO had reasonable fear for his safety because the cats "came at him hissing" so he believed they were rabid.
But the dead kitties were NOT sent to the state lab to be tested for rabies, even though 4 other members of their group remained in the location (supposedly continuing the threat to public health) PUH-LEASE!!! Can either the ACO or the JUDGE expect the public to buy that??
I can't figure out which action is worse - allowing that ACO to keep his job or a JUDGE letting a criminal off so blatantly, and disregarding the authority of the SPCA!!!

This is the last person you want on the job as an ACO. As soon as I have a place to complain about this idiot I'll share it. If I shot every cat that hissed, or dog that growled at me, well... there'd be a whole lot less of them.

Some people get jobs in law enforcement and animal control (not to mention military duty) because they crave power and weapons. Apparently, this sicko is one of those...

Mama cat with kittens? Of course she's going to come at you hissing!

People that do things like this need to be locked up. It's a small step from shooting a cat to shooting a person... I think in some ways, shooting a cat is worse since the cat doesn't understand a gun and doesn't have the mental resources to even try to defend itself against one. And kittens? The guy's sick in the head.

I agree with you.

I sometimes feel sorrier for animals than I do humans too. Animals can not speak therefore they need someone to speak for them.
