Cat likes to pee on the litter catcher mat

Oscar seems to like peeing on the litter catcher mat. We thought it might be a UTI or some other health related problem but the vet gave him a clean bill of health... He just seems to like peeing on it.

When the mat isn't there, he's fine using the litter box. Right now we have a knited yarn blanket kind of mat. He's not peeing on that but it doesn't do as good of a job catching litter as the other one. Any suggestions?

How have you cleaned the mat he's been peeing on?

We clean it with Nok Out every time... Last time he did it I soaked the mat in Nok Out, rinsed off the mat, used a natural cleaner and brush, rinsed, reapplied Nok Out, then rinsed again a few more times.

The mat is a kind of rubbery material.. Can it be giving off an odor that's attracting him to pee on the mat instead of the box?

I gave up on mats of all kinds a long time ago..eventually one of my cats will pee on it...guess it has something to do with the scent on our shoes/feet....same goes for litter catching mats....they must smell just like the litter box
