Since a few people are using GIMP and their sigs are oversized, I thought this would help
Go to File > Save As > JPG
See the quality slider at the top, pull it to the left until the number under is less than 27kb (photobucket can sometimes increase the filesize so best to leave a little extra so you don't have to do it twice)
When you choose File > New for a new image, it is best to keep sigs at 550x134 pixels. That way they are big enough to look at but smaller in file size and so look sharper as well as conforming to TCS rules and allowing a line of text if the person wants to use one at some point.
If there are a lot of cats, it may be extended to 640px wide but I personally would keep the height at 134px
