strange panting

Okay, my 4 month old female kitten is doing this strange panting thing. She gives kisses (you pucker up and she licks your lips, its so cute)but after she does that, she opens her mouth slightly... kinda like when a male unneutered cat smells a female in heat. She also does this when she smells my fiance's armpits (she does this all the time too) is my kitten just psycho or what?

No, she's just using the most sensitive part of her body to smell with. Females do it just as much as males. She's just as normal as any cat!!

Yes - it's perfectly normal. It's called the flehmen reaction and cats grimace like that to let the air molecules reach a pair of organs at the top of their mouth called the Jacobson organs. Like Sandie said, it's like an extra sense of smell.
