Confused about Signature and Avatar sizes

The forum rules say an avatar should be maximum 50 X 50 pixels or 19.5Kb, whichever is smaller. When I have the 50 x 50 file open, Photoshop tells me the file size is about 7Kb. Then when I save it in JPEG, suddenly it's 10 times that, close to 68Kb.
Anybody know what that's about?
How do I go about reducing the file size without making the avatar so small it's invisible?

The maximum Kb file size on signatures is also considerably smaller than what I can get in 150 X 640 pixels.

When you are saving in Photoshop, are you using the "save for web" feature? That allows you to get it down to a size suitable for TCS.

I haven't tried that. I thought it did the same thing as JPEG except for changing colors to fit the web. I'll have to check it out.
