It certainly appears at first glance that the US Administration and the Arab Faqih are much more idealistically aligned than they'd care to admit

So 2/3 of the nations refused to sign it? What happened to the value of consensus?

Nothing! It is the consensus that I was making note of. The US Administration is in consensus with very nearly every Sharia observing Arab Theocracy in existence

And Kuwait used to vote consistently with the Soviet Union. It doesn't prove anything, unless you can see what the whole declaration said. There might very well be something in it that was a "poison pill." Happens all the time.

These things tend to come back around on a regular basis, and Obama's ambassador will have the chance to vote for it, if they think it's a good idea (which, on the face of it, it sounds like, but I haven't read the whole thing).

Well yes, again that's what I was saying; that the current US Administration sides with the oppressors on this issue. They have taken their homophobia international. A non-binding declaration is fairly limited to generating debate on an issue. It appears that our Administration is a bit wary of discussing it.
