photo edit request

I was wondering if anyone can help me with this photo?
It's a client's dog and I thought it would be nice to send her, but I'd like to edit out the leash first, and I only have Microsoft picture manager to work with (can't do it with that). It's not an awesome picture, but it's a fun one that I know she would like.
Is anyone able to do this for me? I have no idea if this is an easy thing to do, or if it's even possible!

The leash should be easy to edit out. Do you want the collar edited out as well?
