I wouldn't worry too much about this poor cat. I know many people in the Kansas City area that read Craigslist and other sites like this every single day to pull pets like these. They'll first try to work with the owner and if its obvious that there isn't any desire to help them, they will pull him. There is a very large community of rescue folks in this area.
The owner should be banned from every adopting an animal again. And the rescue folks here will let the others know who not to adopt to.
