Monday evening my cat started throwing up, he became very inactive, he isn't eating, using his litter box, and he is not cleaning himself. He isn't throwing up food, it's sometimes a clear white-ish liquid, sometimes it's yellow in color and sometimes it's a pale green color. The vomiting has become less frequent, but his behavior has not changed and he still isn't eating. On Tuesday I soaked some of his food in a little bit of milk and water and ran it through the blender to smooth it out and forced it in his mouth with a syringe he was fine for a little while and then I found the vomit on the floor. I don't have the money to take him to the vet, and I can not find a vet in my area that will work out a payment arrangement with me. Any advice would be wonderful! Thank you!

Oh dear! Firstly you should not give your cat cow's milk. Most cats are lactose intolerant and it can give them diarrhea.
I know you're not going to want to hear this, but your cat is sick and since none of us here are vets we cannot see your cat nor can we diagnose him over the internet. It has been 4 days already and who knows how much worse the waiting is affecting whatever is wrong with him.
You may be doing more harm than good by force feeding if he has swallowed something that has tangled in his intestinal system - it's really difficult to say.
All I DO know is you need to take him to a vet even if you have to borrow the money, sell something or beg. It is animal cruelty to let a pet suffer because we cannot afford a doctor for them.

Please find a way to take kitty to the vet. My Riley was sick recently with the same problems, throwing up, etc. and he would have died without medication and fluids from the vet.
