The National Journal shows more in-depth review on how this is being done. Along with the exposure of 37,000+ unverified donors from the FEC database contributing amounts ending in odd cents (yeah, weird, huh?) that are likely amounts found when being converted from other currencies. While that is not illegal as long as the donor is verified to be an American citizen (such as verifying a passport number) that's a large number of people, 60,000 contributions amounting to nearly $63 million dollars in donations.
