We have 2 cats and 2 dogs, my one cat, Mela, cleans both dogs, the other cat, and me and my husband (if we let her). Does anyone else's cat do this? Does anyone know why she does this?

Sounds as if she's a maternal kitty. Kitties, in my experience, will groom those they're fond of. Two of mine groom me, and one will take each of my fingers in his mouth and clean my nails (claws) for me, ever so gently.
And grooming the dogs is perfectly normal.

I guess you should watch out for hairballs with that amount of grooming.
I find it very dear.

P.S. Do you brush the other cat and her and the dogs regularly?

My feral cat, Blondie will groom me occasionally. I think she does it because she's thankful that I feed her and her babies, have given them a safe place to live, and love them dearly

My male kitten will groom my female cat-- she won't groom him, though

The three other animals are all short hair, and no we don't brush them as much as we should, but we don't really have an issue with hairballs, so i guess we're lucky in that
