it's really hard to see but i'm suspicious that it could be a fungal infection of some kind. might be worth a trip to the vets, or ring them and ask?

I agree with the others that a vet appt is in order as it could be ring worm and that would not be fun. Best not to wait and hopefully it is either nothing or something easy to fix.

She could have also gotten bitten by a flea and be having an allergic reaction to it.

Yes, I agree - a vet. If it's ringworm it is very contagious and can spread to humans as well. It also takes some time to get rid of it if the spores are not prevented from infecting everything. See a vet - sooner rather than later.
