A direct stare, without blinking, is a sign of agression. Your cat was scared, because the other cat stared it down. You "the mommy" hissed and scared the agressor away. Your cat then came back, to make sure that everything was alright...and possibly to mark it;s territory, depending on age. Cats do a lot of communication with their eyes. I've done it with Sport, it's really cool it you can get it down. I can get Sport to come to me without calling him.
