couple of cats abandoned help.

at my mothers place there are about 3 cats abandoned that are outside 24/7. she leaves food on the porch for them so they do eat but now they are over there all day. the cats live under a step at the neighbors house with a kitten. the neighbors wont do anything about it and say's they arint going to do anything and just leave them to die.

one cat is black and looks very skinny and the other one is black also and it looks as if he has no ears!? maybe because he is always in fights or something.

then there is a very small gray kitten that comes and goes from the porch steps to my mothers house.

my mom wont do anything because she said to bring them to the SPCA she would have to pay $30 eatch and she is not paying.

is there any free alternate way to get these cats care?

Bless you for your concern over those poor kitties - at the very least, there will be prayers and vibes sent their way from the wonderful, good-hearted people here.
What state are you in??? Maybe your local chapter of AlleyCat Allies will have a suggestion or two. Perhaps even animal control could help - those kitties maybe sick, and just get sicker...
