Why can't members under 18 get PMs? I've never understood that rule.

Probably for their own safety and to protect the liatbility of TCS. It prevents predators from privately targeting minors through TCS.
It's about protecting minors from being approached privately by internet predators. You can't tell which of the "neat, fun" people you meet here might be hanging around only to find a target. Sad, but there it is. We can say "no contact info on the forums" but we have no control over PMs or what exchanges happen in them. We want this to be a safe place.

It's creepy to think that a predator could be lurking on TCS.
It happens on most forums at some point
