Does the US have $1 billion? I've always wondered, when countries have such huge debts, when they pledge money like this who pays it?

Unfortunately most Arab states do not have much sympathy with Egypt and I am not surprised they are not helping. As for aid, most of it is a con to catch voters at home. Usually it refers to money already earmarked for investment in a country, and I know from my time in Bosnia that where the US is concerned the money pledged never actually leaves the country - it all has to be spent on contracts to American companies who are working in the area involved.
