New foster agressive then sweet then aggressive?

we take in street cats/ferals get them fixed up through a TNR program then adopt them out. the latest is Shaolin, a young female dsh, probably 7 or 8 months old. we have no idea of her past but she is extremely sweet to people, just the most affectionate, sleep-on-your-face kitty.

but when she sees one of our other cats, more often than not she races up to them, howling and swatting. the other cats are usually so surprised they just run away (she's the smallest cat in the house).

okay, so far it makes sense, i've had cats that didn't get along with other cats. BUT, on several occasions now she has been on the couch or bed with one of the other cats, and has started grooming them (and vice versa)! each time she does it (getting all cuddly and whatnot), we think okay, she's over the territorial thing. but then moments later she attacks the same cat she was just licking!

she is not aggressive towards us (humans), just cats. nobody is getting injured (she runs away after the initial attack) but it's disruptive, the cats don't wanna get near her (and she's always near us).

has anybody seen a cat with this multiple personality thing? i don't know whether i should advertise her as a "single-cat household only" candidate when she clearly enjoys other cats ... but only sometimes.
