That's just how most of them are. It's like everything has to be just perfect and there is always that one neighbor who has to complain about everything. Like I said, I work as a dispatcher for 2 cities, police/fire/911. We get people calling the PD complaining about their neighbors violating the HOA rules. No, they don't call about dandelions or the grass
(they may call city hall for that), but they call about everything else in regards to HOA rules. Of course, they get the same answer. Violations of a HOA are not a police matter, as long as the resident is not violating city codes and ordinances.
I detest junker cars sitting all over the place. That is what the city ordinance is for and handles
I detest teenagers loud weekend parties that leaves the street full of bottles.What about loud adult parties? Again, noise complaints can be handled by the police

I detest prowlers around the house at night doing who knows what.They will be there whether you are in a HOA developement or not. Again, police matter. I have no prowlers, I live in NO HOA and never will
I detest neighbors property's that have their yard and house looking like it should be condemned and torn down. That is their business, but most cities have ordinances for this very thing. You have to have proper upkeep on your property
I detest neighbors that have people come pick them up for for work at 4:00 A.M. and sit out front honking their horn waking up the entire neighborhood.What can a HOA do? Nothing. However, you call the police they can be cited for noise disturbance.
My point here is this. We have laws, more are not needed. You pay taxes for these services. Why on earth would you pay taxes, then pay a huge fee to live in an area where you own your home?? I mean, so what if someone leaves their childs toys in the front yard, leave Christmas lights up too long, their house is a different color etc. It's called comfortable living and freedom of choice. But then again, I have the freedom of choice not to live in a HOA. I guess its a matter of preference and people who live in a HOA development like that sort of thing or they wouldn't live there. There is no real "need" for HOA's. But, if that is your sort of thing, then I guess it is fine.
