I have to admit, that comment rubbed me the wrong way too. You assume that everyone can afford to run out and buy the newer engery efficient dryers, and some people just don't have that money. The dryer I have it over 10 years old, and I just don't have the money to buy something that is more efficient.
Ping, you rent an apartment, right? You don't own where you live? If you are renting, unfortunately the landlord does have a right to make certain rules since it is still his property. That being said, I think he's being stupid! Saving money and electricity in any way is a good thing! Now, if you ran outside in the middle of a summer down pour, buck-naked with a bar of soap and decided to take a shower to save water, that would be another story
As for HOA's, I wouldn't do it. I can completely understand some kind of control if they are supplying security or overall maintance. There you are paying "dues" or whatever and getting something in return. In that situation, ok, I wouldn't paint my house purple. But, my best friend bought a house 8 years ago. She owns the land and the house. There is no security but it is a "planned" community. She lives at the very end of the last road which is a 45 degree drop off to nowhere. They thought it was great that the roads would be plowed and salt bins filled during the winter. Well, they plow....up to where her road goes downhill. They stop there, and never fill the salt bin at the top of her road. Not only is her road not plowed, but she has a snowbank at the top of the road she has to try to get through! I guess they forget they were there. (yeah, she's missed many days at work because she was litterly "plowed in"!
But then, her husband decided to build a garage to hold her car, his truck and his boat. It is a BEAUTIFUL garage. He did it himself (with some friends) so it wasn't like construction workers were there causing any problems. Suddenly, she was called in to the "meeting" by HOA because "she didn't get the communities approval to build the garage".
HOA's just confuse me.
