I'm still wondering if I'm going to get one. I'm a U.S. citizen, have a SSN, filed a 2007 U.S. tax return (with income over $3000), but I live in Canada.
I can't find anything about living out of the country, so I'm waiting to see.
If I get anything it is going into savings anyway. The whole thing is pretty stupid, IMO. It's not any kind of real fix, just a band-aid.

Qualifying single filers (AGI less than $75,000) will get rebates of up to $600. Qualifying couples (AGI less than $150,000) will get rebates of up to $1,200, plus $300 per dependent child, with no maximum on the number of eligible children.
Doing our part? Why should it be necessary to be "doing our part?" It isn't our fault the economy went in the dumper. How about the high price of crude oil -- about half of which is due to government mismanagement of its debt, its fiscal and monetary policies, and its unecessary war? How about the credit crunch, which is blamed on sub-prime lending? Again, government mismanagement and lack of oversight of the mortgage lending industry. How about the escalating cost of food? Yup, again government. Oh, wait....aren't the people the government? Oops, I guess it is our fault, after all. We're the people. We're the government. (said dripping with sarcasm and irony, since that bit about the people being the government has only a shred of truth left to it....being in about as good of shape as the Fort McHenry flag.....no, wait, that's in even better shape, as it's been restored. Maybe the people as the government needs restoration as well.)
