Under developed sibling

Hello everyone, I'm a little concerned about one of my babies who I am hand rearing. He was smaller than his brother at birth, and still is, though not to a massive degree, he doesn't feed particularly well.. I have to be very encouraging.
My only real concern at the moment is that the larger kitten opened his eyes on his 10th and 11th day of life (left eye - 10th day, right eye - 11th day) and the smaller kitten still hasn't opened his eyes on his 13th day of life. Also his eyes keeping watering. Should I be worried?
(I would like to take them to the vet soonish to be checked, but am concerned about introducing infection by taking them to the disease ridden surgery, especially as they didn't get their mother's colostrum.)

Watering???? I am assuming it is clear? they have tear ducts like we do, if it continues is in large amounts or acquires any color at all I would have it checked out.

The kittens eyes some times can take two weeks maybe longer - if the baby gets to be three weeks, or discharge becomes colored, foul in odor or the eyes appear inflamed naturally a vet visit would be in order.
