I know cats will do that when excited, like while bird watching but I don't think I've ever heard Popsie do it. He'll make the mrrrrp sound or meow a lot in quick succession. Would that be considered chirping/chattering?

in quick succession... like letting air out of the neck of a balloon squeesqueesquee...squeeeeeeeeek! That's what it reminds me of. Sometimes they chatter their jaws, too.
