Hrmn... well I've ruled out the "drunk in a traffic cone" scenario because you can see how the proportions relate to the rest of the scene. It actually looks about 8" - 12" tall.... that would be pretty small - even by our standards.

ETA: Okay, I found a YouTube account with two different versions of the gnome sighting. In one video, someone shines a light on the gnome. The scream at the end is not the same in either video.
