How can one report elder abuse in Scotland?

Does anyone know if Scotland has elder-abuse protections?? A friend of mine is here in Calif. and her sister is in Scotland caring for their very elderly mom. The sis has drinking and gambling problems and it has come to the attention of my friend that the sis, who has power of attorney, is squandering the mom's money. My friend works at a bank (low wages ) and can't afford to go back there to try to straighten things out. She had suspicions last year, when she went back, but finally has gotten written proof when her sis spent over $9k at our local Indian casino. And the sis accidentally mentioned that their mom's bond, the one that the mom has always said would pay for her funeral, matures this month, so the sis will be accessing those monies Any ideas on who we could contact??
