As if people who work for the police depts, don't get enough dumb calls as it is. (I know, that is my job. I can fill a book on calls just like this) Best thing to do, is take the cat to a low cost clinic yourself. I'm sorry, we do not need more government telling us what we can or can not do. The more we want the government to control this or that, the dumber the people get. People will not want to do anything for themselves anymore, after all, the government has control of it. As I have always said, education is the key. Take this for an example, nothing to do with pets here. When I was learning to drive, I took a driving class through my school. I can remember sitting there, watching those horrible shocking movies on what can happen to you, if you got into a car wreck. I mean, these movies showed everything, the blood, gore, all of it. Well, that has stuck in my head, more than any law about driving ever could. You can tell your kid, now be careful out there, because driving can be dangerous if you are not careful and there are LAWS out there, so you can get a ticket or be arrested for doing this or that. But, what good does that do? Nothing at all. But when people see true reality, (not like stupid reality TV) things begin to sink in and register with them. Same with our pets. You can tell people how many cats/dogs are killed needlessly in shelters every year, but to most, just hearing a number doesn't really do anything. But I bet if people saw a video, showing a loving cat or dog being pts and show all the dead bodies, I bet more people would come to realize how important responsible animal ownership is. Also, I think if more people were made aware of low cost speuter clinics, that would also help. Of course, nothing is a 100% sure bet, not even more stupid laws, except for the elimination of pets. That's what the AR wants of course.
