excessive licking

I recently adopted a 4 month old male who is sooooper affectionate. He is the sweetest thing ever, but he is also very annoying because he is constantly licking me. He licks my hands, face, hair, and he doesn't stop. I go to pet his head and he pulls it back and starts licking my hand. He even licks my eyelids and it hurts! Its not just me either, he licks everyone. He did it in his previous home too.
Why does he do this?

One of my kittens does this as well, usually my hands or arm. I think he's trying to groom me like he does for his brother. It's just another way of showing affection.

is there any way i can get him to stop doing it so much?
