What I don't get is why the Navy just doesn't move out into international waters for the exercise? Has the Navy ever said what their "emergency circumstances" were?

The U.S. hasn't had a credible naval threat since the cold war. Neither North Korea or Iran have anything close to the Typhoon class submarines the Soviets had/have (most of their navy is rusting away in ports).

That's only because I haven't been elected. I'm going to pull a Julius Caesar once I am.

The Navy says the specific environmental features surrounding Catalina Island and the proximity of the Navy Bases are their reasons for picking this area. Whatever the "emergency circumstances" President Bush cited, it wasn't convincing to the judge.

I recently read an article about a Chinese sub surfacing in Asian waters near enough to the carrier Kitty Hawk to launch missles or torpedoes. It had been completely undetected by our guys. Scared the heck out of them. Seems the Chinese DO have some scarey new subs.

If they're connected, it seems that the president could convince the judge of that. Or the Navy could still have their exercises while taking precautions to protect the whales.

Good luck with the Julius Ceasar thing. Couldn't be any worse than the one we have now. Then again, I was thinking maybe I'd.......nah forget it.

Ah, I see.

I'm sure the Chinese navy is quite able and competent. I never heard about the sub surfacing near the Kitty Hawk. Kind of scary. Sounds like someone was napping on the job. With the escorts a carrier has there is no excuse for allowing a sub to get that close.

Nah, not so much a criticism, I'm more surprised than anything that the sub wasn't picked up before then. The incident happened back in 2006 near Okinawa which was considered to not be in the normal operational range from the mainland for Chinese subs (at the time). The sub followed the carrier and the escort warships for five miles before surfacing, which is when it was detected. The ships were on an exercise at the time, which would probably explain why, but....man, that's way too close to one of our flat tops. I bet a dollar that COMPACFLT wasn't a happy camper when he heard about it.

Thanks for the particulars. I didn't bookmark it and was too lazy to do a search.

I posted it because I though maybe it was a reason why the Navy was so adamant about these training exercises. It doesn't really make sense though because this could be presented to the judge quite easily.

On the other hand, even it there was a connection, couldn't they still have the exercises with the court-ordered precautions to protect the whales.

It just doesn't make any sense.
