1st cat jumps on 2nd after 2nd exits litter box. Why?

About 3 years ago, our cat Xander started waiting until Tripp got through using the litter box and then Xander would pounce on him, chase him through the house. He isn't mean about it, it is like it is an aggressive game. Xander never attempts to prevent Tripp from using the box and Tripp never pounces on Xander after he uses the box.

Any ideas what is going on?

Does Tripp get upset when Xander does that or does he start to play with Xander? Is it always from the same litter box?

Sounds like kitten behavior, that is similar to what my new kitten does to the adult cat. Perhaps it is just a "second childhood"?
