New kitten - 2 issues I need advice about

Manny is my wonderful new boy. He is about 3 months old. However, he does some things that I'm not sure how to deal with...

1. He has no manners around people eating. He will literally run up and jump into a plate of food. None of my other cats have ever done this.

2. He is aggressive/possessive about toys. Especially the feather wand. I was playing with it with him and Isabel and he clamped onto it when he caught it and he would not let go. He dragged it all over the house and growled when any of the other cats got near. Even when I offered treats he hung on.

Are theses things he will outgrow? I have had cats/kittens my entire life and I've never run into either of these behaviors.

Is he neutered?

He's a boy, and he's just more aggressive than other boys. I think it's just his personality coming through.

Cats can learn "No" with the right tone of voice used. I've had both a male and female cat that liked to steal from plates, but they both learned not to. "No" for the win.
