When I try to put on or take off my shoes, Zane runs up and bites my hands and ankles. How can I break him of this? He's a sweet, loving kitty most of the time, but he has these little quirks.

Don't put on or take off your shoes anywhere near him. He obviously has an issue with it, so don't let him watch you do it. Simple!

He has to show some anxious behavior before hand, the best thing to do is stop him before he runs up to you to do this. Use a vocal command, "sshhh" or "eehh" what ever works for you and him. I would try to stop this behavior, sometimes they may develop other dominant behaviors.

Hehe, the second my SO starts putting his shoes on, Chloe bolts out and starts playing with his shoelaces. To her, shoes = toys.

He just has to do it while she's not around, and if she sees him he picks her up and moves her away.

This is exactly what Lucy Belle does! She loves to play with shoelaces. I just try not to put on my shoes anywhere near her but actually, this really doesn't bother me much, except that I am afraid I might tie my shoelace along with her whiskers!
