I am watching her show now. She has a guest on who is giving tips on how to keep animals away from plants. This guy recommends a mixture of hot pepper flakes, water and garlic powder. Let it sit for a day and then spray the plant.

Would the garlic harm the kitties?

garlic can be toxic to animals. i wonder why that guy would recommend that? better safe than sorry, i wouldn't use it.
