Dental health for spooky cat

I have been transitioning our two cats from a dry diet to a high quality canned diet. The problem is one of our cats is developing bad breath. He's always been a very sensitive cat (we suspect he may have been born or spent some time on the streets) So, touching his face or paws has never been tolerated. In fact he turns into a dangerous cat that will do anything to escape if I try. Brushing is out of the question, in fact I can't even examine his mouth.

Our previous vet had him and our recently departed cat on TD, which was a total waste of time, money, and they hated it. The vet still moaned about their teeth every single visit. So, I'm looking to prevent or at least lessen that discussion with the new vet.

Samba is 10 years old, but has been declared very healthy, teeth included, 6 months ago. What can I feed him to help him maintain some kind of dental health? I would prefer to stay away from highly processed chewing products, but any suggestions would be welcome all the same!
