I didn't say it was; I said that in one instance in the same general scheme of events, one group of people immediately followed proper procedure, and one didn't. Now, you might say that's a harsh judgement, in the middle of that disaster who would have thought, etc.
Though, in some ways you make my point for me. It wasn't comparable. There was obviously a much more severe scene in New York, and protecting those dealing with it should have been an obviously vital thing. The site was still on fire for three months, and he didn't think to make masks mandatory?
I want a President for whom that kind of thing is second nature. When the fire alarm goes off, you don't want someone who starts a stampede, you want someone who calmly makes sure everyone makes it out the door.
Also-- people may well have been wearing masks, it's common sense. They should have been mandatorily wearing hazmat suits. Rudy just knew it wouldn't make for iconic photos.
