I am currently fostering four kittens and their mama. I've had them since they were about 3-4 weeks old. They are now around 8 weeks and none of them purr and never have. The mama purrs very quielty when she is being petted...I'm just curious as to why this might be. They are all playful and healthy, they meow and are vocal in every why just don't purr?!?

I'm not sure. Every kitten I've ever had has purred. In fact, Captain Squishy was purring at 4 days old! It shocked me, I never expected to hear a kitten purr so young!

I don't have the answer as to "why" for you, but I can say that I've owned at last two cats who *never* purred, and both died of old age.
