If it's fleshy looking it's probably a wart. Popsie has one on his head.
I couldn't really tell from the pic.

It looks like a tick to me as well, brush ticks can get really really big and bloated. Does it have legs?

If a tick is full of blood you probably will NOT see any legs - and it looks more like a blood-filled tick. You might want to have a vet take that off.

I showed it to my step dad and he said it was a tick so he took it off with tweezers. Ahh so disgusting, I never seen anything like that before. He said it was to big to be a deer tick.
