I had heard about this the other day while waiting in the doctor's office, but it completely slipped my mind until earlier when I had to chase a couple of dogs out of our yard that had Max cornered on our deck. The same dogs that I suspect killed a neighbor's cat in our yard Saturday.

I can understand lack of funding, but this is important to public safety.
