care for and older cat

sandy my mom's cat is 14 yrs old a little bit over weight and is having problems with really bad mats on her back half and has dandruff really bad but any time i try to brush her she meows loudly and complains when we touche her hip where she had an absess a few yrs ago what should i do to keep the mats and dandruff down? .............oh and she is a short hair

What does she eat??

when was her last senior blood panel done and what were the results

idk i think the last time she was to the vet was when she had the absess
and that was about 5 yrs ago
she eats 9 lives or special kitty which ever is cheaper for my mom to buy

ONE IMPORTANT ... the cat NEED S a SENIOR blood panel...

and how can i keep the mats down so i don't have to brush her 3 -4 times a day

a furminator would like help... but I get good results with a cat comb( about 6$ at a pet store )

what is your moms budget??

does the cat eat wet and dry??

she doesn't want to spend more than $20 every two weeks for cat food
and she eats dry but realy likes wet and dry mixed together
