I keep finding chewed up cigarette butts by my bed! Popsie must be getting them out of my ash tray and chomping on them. Why would he all of a sudden start doing this?

It doesn't matter - keep them away from him as nicotine (concentrated in the leaves as opposed to being smoked) is poisonous and if he ingests the little bit of butt left on the filter (and whatever's trapped in the filter too) he'll get very sick.
Cigerettes are poisoneous for you and the cat. IMO that would be a good incentive for YOU to quit. Your cats are breathing in the 2nd hand smoke too.
